CIRCULAR ON CASH WAGE SUPPORT
PROCEDURES AND PRINCIPLES REGARDING THE APPLICATION OF CASH WAGE SUPPORT TO BE MADE WITHIN THE SCOPE OF PROVISIONAL ARTICLE 24 OF THE UNEMPLOYMENT INSURANCE LAW NO. 4447 have been published. You can access this document from the attached link.
In accordance with the published circular; In accordance with the amendment made in law no. 4447; The application and payment conditions for the cash wage support to be provided to workers who have a valid employment contract as of April 17, 2020 and are placed on unpaid leave by the employer, and to workers whose employment contract is terminated after March 15, 2020 and who are not entitled to unemployment benefits have been determined.
A. Application procedure for workers on unpaid leave;
- For workers on unpaid leave, an application must be made by the Employer;
Monthly notifications for these workers will be made by employers on the website https://uyg.sgk.gov.tr/IsverenSistemi” by the 3rd of the month following the month in which unpaid leave is given. For workers notified in this way, the reason for missing days in the Monthly Premium and Service Documents/Withholding and Premium Service Declarations for the relevant month must be selected as "28-Pandemic Unpaid Leave" .
2. The following information must be entered by the Employer in the application;
The number of days the employee was on unpaid leave in the relevant month;
TR ID Number of the worker
worker's IBAN number
mobile phone information
3. It is necessary to update the declarations of workers whose applications for short-time working allowance are rejected.
For those who are not entitled to short-time working allowance, the "18-Short-time Working Allowance" justification stated in the Monthly Premium and Service Documents/Withholding and Premium Service Declarations should be updated as "28-Pandemic Unpaid Leave" within the periods in the second paragraph and unpaid leave by employers within the framework of the principles specified in the first paragraph. application must be made.
4. Eligibility Conditions for Cash Wage Support;
- Being given unpaid leave by the employer as of April 17
- Not benefiting from short-time work allowance (it is not necessary that an application for short-time work has been made and rejected, it is sufficient not to be entitled to short-time work allowance in order to avoid repeated payments)
- Not receiving old-age pension from any social security institution
- Being notified to SGK with document types 01, 04, 05, 06, 12, 14, 20, 29, 32, 35, 39, 52, 53, 54 or 55
Those who are not entitled to short-time working allowance on the grounds that the employer has applied for short-time working allowance but does not meet the necessary premium conditions, must meet the conditions in the first paragraph and their missing day justification for the relevant period is updated by their employers as unpaid leave given within the scope of the temporary article 10 of Law No. 4857. They will be entitled to cash wage support.
B. For workers whose employment contract has been terminated and who cannot benefit from unemployment benefits;
If the worker has applied for unemployment benefit; Cash wage support will be provided by İŞKUR without the need for workers to make a separate application.
If the worker does not apply for unemployment benefit; Payment will be made by İŞKUR after they apply for unemployment benefit from the "https://esube.iskur.gov.tr/" website or e-Government.
